Richard Whitt

President & Founder

Richard Whitt is the President and Founder of the GliaNet Alliance. He brings over two decades of experience in technology policy and platform governance to the organization.

Prior to founding GliaNet, Whitt served eleven years at Google, where he led policy initiatives across multiple product areas. He subsequently served as Senior Vice President at Twilio and held a Senior Fellowship at Mozilla.

Whitt is the author of four foundational academic publications that established the intellectual framework for GliaNet's governance architecture. His work spans fiduciary law, internet governance, AI ethics, and institutional design.

He holds a J.D. from Georgetown University Law Center and a B.A. from the University of Virginia.

Head of Operations & Global Partnerships

Estefanie Govea is a cross-sector operations leader and partnerships strategist based in Barcelona. As Head of Operations & Global Partnerships at the GliaNet Alliance — and a founding member of its team — she builds the operational and relational infrastructure behind the Alliance's mission to bring fiduciary duties of care and loyalty to the digital economy. Working hands-on with emerging AI tools, she designs and stands up the systems, workflows, and digital infrastructure that turn the Alliance's mission into working practice. Her work spans global partnership development, program and operations design, and cross-cultural communication across the Alliance's US and European contexts.

Her academic background includes a Master's in Human Rights Practice, a Bachelor of Science in Environmental and Water Resource Economics, and a Bachelor of Arts in Political Science with a Foreign Affairs emphasis and a Spanish minor, all from the University of Arizona. This foundation supports her systems-level thinking and strategic execution across mission-driven, global, and technology-policy environments.

Nell Clasby

Nell Clasby

Head of Policy & Legal

Nell Clasby is the Head of Policy & Legal at the GliaNet Alliance and a recent J.D. graduate of the University of Colorado Law School. Her work focuses on emerging frameworks for digital trust, AI governance, and fiduciary infrastructure at the intersection of law, technology, and innovation strategy. At GliaNet, she supports legal and policy research aimed at developing user-first digital trust infrastructure, translating emerging legal and regulatory developments into practical materials that advance the Alliance's governance mission.

Nell previously served as Managing Director of Startup Summer 2025 at the University of Colorado Boulder, where she organized programming for undergraduate founders building early-stage ventures. She has also worked with the University's venture fund, Buff Gold Ventures, conducting internal research to support the fund's initiatives.
