GliaNet is building the legal and policy groundwork — and doing it in the open. The Alliance has engaged in formal policy processes on both sides of the Atlantic, with filings to the White House OSTP (AI Action Plan RFI) and the UK's DSIT (Data Intermediaries Call for Evidence, endorsed by seventeen member organizations). Model legislation and comparative jurisdictional analysis are in active development, shaped by an engaged coalition of companies, legal scholars, and standards bodies.

Behind that work sits more than two decades of technology policy experience. GliaNet consults with policymakers and regulators directly — assessing how fiduciary duties can be incorporated into existing regulatory and procurement frameworks, and what enabling legislation would need to look like in a given jurisdiction.

01Right to Interoperate AI Systems

Individuals and authorized agents shall have the right to interoperate with digital platforms, including access to user-level data and identity functions necessary for switching or multi-homing.

02Right to Control and Port Personal Data

Individuals and authorized agents shall have the right to control access to their personal data on third-party platforms, including porting such data to chosen destinations.

03Right to Delegation

Individuals shall have the right to delegate management of their digital rights, identities, and personal data to a trusted third party acting under fiduciary obligations.

04Right to Query and Contest Automated Decisions

Individuals and their designated fiduciary agents shall have the right to request, review, and challenge the basis for consequential algorithmic or AI-generated decisions affecting legal, economic, or social outcomes.

05Right to Agentic Augmentation

Individuals shall have the right to adopt AI agents to augment their capabilities wherever a third-party system uses AI as the interface. This right extends to dealings with healthcare (patient), financial services (client), marketplace (consumer), workplace (employee), education (student), government (citizen), and smart city environments (neighbor).
